NOTE: This fix will only work for people with a certain case of crash issue. It will NOT work for people that are unable to make it past the “create save” boot screen.
If your crash mirrors this description:
I was able to boot it up only once. After I tried adjusting the resolution options in windowed mode, it crashed. I can no longer successfully boot into the game. The EXE will run and then hang, without creating even a window.
Deleting and modifying the config.ini file and reinstalling the game did not work. The config ini lists the resolution and refresh rate as unknown.
Solution 1
Then this specific solution should work:
Go into C:\Program Files (x86)\Steam\userdata\[Your Steam ID]\999020\remote\RZZC and delete the .DAT file you find in there. Also turn off cloud saves in the game properties in Steam. Then go into your config and change “Resolution” to “=1920×1080” (or whatever your highest screen resolution is, just make sure you put an x between the numbers), and “ScreenMode” to “=BORDERLESS”. Also be sure to set “FullScreen” to “=OFF”! Delete the RefreshRate parameter, it should auto detect when you reboot the game. OR, you can try to set it in the config yourself, just type it in this format: “RefreshRate = 60.00Hz” (or whatever refresh rate your screen uses, mine uses 120.00Hz). Do NOT set the config to read only, it is not necessary. Now, you should be able to run the game over and over again. Just do NOT go into settings and try to change the resolution, and do NOT go into fullscreen, because doing either will brick your game. For one, there are no resolution settings in the game, just empty dashes, so attempting that will brick your game instantly and corrupt the .DAT. If you try to go into fullscreen, it WILL work, but you will not be able to open the game after you close it, and you’ll have to do this process all over again. If you make it this far, then you can safely close the game and re-enable cloud saves in game properties. When you open the game again, Steam will ask if you want to import your local save to the cloud or import the cloud save to local; choose to import your local to the cloud!
Solution 2
Again, this fix will only work if:
a) when you try to open the game, you only see a very small window bar; or,
b) when you try to open the game, the screen flickers faintly until the game crashes, and you get an “ERR09: Unsupported function.”
This fix will also only work if you broke the game by attempting to change the resolution in the game settings. See this description:

1. Uninstall the game COMPLETELY. Delete the 999020 folder under “C:\Program Files (x86)\Steam\userdata\[YourSteamID]” AND the old game folder under “C:\Program Files (x86)\Steam\steamapps\common\MZZXLC”. For safe measure, empty your recycle bin.
2. Reinstall the game. After the game is done installing, be sure to GO BACK and DELETE THE 999020 FOLDER AGAIN, because it will be automatically re-created. Also, make sure that the game folder itself (underneath “C:\Program Files (x86)\Steam\steamapps\common”) does NOT have a config.ini file inside of it. If it does, delete it!
3. Make sure Steam cloud save is DISABLED (unchecked box).
4. Start the game BUT DO NOT ENTER THE GAME. Do NOT create save data! Instead, close the window MANUALLY by pressing the X in the upper right corner. Failure to do this exactly like this will cause the rest of the steps to fail, and you’ll have to start back at step 1 again.
5. Edit the config.ini within your game folder such that your refresh rate and resolution are set to what you want (in the format “[ScreenWidthPixels]x[ScreenHeightPixels]”, for example, “1920×1080”; and “[RefreshRate].00Hz”, for example, “120.00Hz”), and then ensure “FullScreen=OFF” and “ScreenMode=BORDERLESS”. If you want VSYNC on, set it to “VSYNC=ON”.
6. Save the config file, but do NOT make it read-only. It is not necessary, and will actually interfere with step 8.
7. Start the game and create the save file. Notice that the game window is set to the resolution you typed in the previous step, but it isn’t actually borderless at this moment.
8. Go into “PC settings” within the game and set the mode to “Borderless Windowed.”
9. Exit the game and try to start it up again. It should start up again!
If it successfully starts up again, congratulations! To avoid breaking your game again, do NOT set the game to fullscreen! Fullscreen, for whatever reason, is totally broken, and you will not be able to play the game again if you use it; you’ll have to do these steps all over again. Also, do NOT attempt to change your resolution from within the game settings; it’s not like you even have any options anyway, you just have “—“. Do it in the config if you must change resolution. Finally, if you want to, you can choose to re-enable Steam cloud saves. When you start the game again, it will ask if you want the save in the cloud or if you want to import the local save. Choose the option to import the local save into the cloud!
For people that are experiencing a crash at the boot and cannot create a save .DAT in the first place, you will have to wait for a patch. Make sure you try to contact CAPCOM and make them aware so that they know they need to work on a patch for it. I don’t know if they are aware.
