If you play Persona 4 Golden on steam and hvaing the problems with the cutscene stuttering, this guide will provide a potential solution that worked for other players, let’s check it out.
Solution
For those who have NVIDIA (I personally run an older rig, so I have a GTX 965M)
Right Click on your Desktop and go to NVIDIA Control Panel.
Select the Program Settings then find the excutable for P4G
Go to Max Frames and select “On” and set Max Frames to be inbetween 25-30 (personally, I have it currently at 30 which is a nice even number) then click apply.
Then restart the game and use the Shadow World Cinematic to confirm the stuttering or you can start a New Game which has a cutscene that you can also test.
Let me know if this works for you. This seems it’s like a work-around, however I would like a fix for this so I can actually run this game at a higher frame rate. However the 30 FPS limit does not bother me, atleast the cutscenes work well and the overall gameplay seems smooth.
