XCOM: Chimera Squad does not let you create your own characters. Instead, there’s 11 set characters in the game, each with their own abilities and skills.

This game has no character creation or customization. But there is full workshop support, so the game will be chock full of SPARTANS and Terminators and Storm Troopers and Space Marines before too long.
