In Terraria 1.4, this is so far the best setup for building NPC houses on your world, and this guide will help you to raise the happiness of NPCs, let’s check it out.
The Most Effective Setup
Hints:
Try to not make rooms too close, at least 25 tiles away from each other. I personally prefer to just find two large trees in the forest to start building my base. One room (main) is located in bigger crown of tree. I place there Nurse and Arms Dealer for fast heal due to my respawn. Second room is placed in second crown. Third room is placed between two trees.
Forest:
One room – Guide + Merchant
Second room – Nurse + Arms Dealer
Third room – Zoologist + Golfer
Why?
– Nurse is here because you can fast magic mirror to heal yourself (pylon doesn’t work when boss is alive)
– While playing as Ranged you can buy musket balls without teleporting anywhere
– Golfer and Zoologist are NPC that any class can use (to check progress or to just play another game of gold)
– Same goes to Guide and Merchant
All mentioned NPC above will have best prices and all will be happy (due to living in Forest, also they like they neighbor)
Underground:
Demolotionist + Tavern Keep
Why?
– Usually when I go for building house for these two, I visit them rarely (just for bombs to mine, or grenades at the very start of the game)
– You can use pylon in underground to fast teleport to your gem-tree farm
Underground, near Mushroom Biome:
Clothier + Truffle
Why?
– You won’t use these NPC frequently, only at the start of hardmode while playing ranged
– Both NPC love each other, and you get free Pylon to TP to (that’s why you don’t need to place this building near Demolotionist
Jungle:
First floor: Witch Doctor + Dryad
Second floor: Painter
Why?
– Witch Doctor sells Pygmy Necklace
– All NPC have good prices, and they’re themed after a biome they came from
Hallow:
Party girl + Wizard
Why?
– They like each other, and they like Hallow
– You get free Pylon to Hallow biome
Ocean:
First floor: Pirate + Angler
Second floor: Stylist
Why?
– For best price you can get yourself cannonballs to protect your main base from for example Solar Eclipse
– You get pylon to teleport to Ocean
Desert:
First floor: Steampunker + Cyborg
Second floor: Dye Trader
Why?
– Best prices
– You get pylon to teleport to Desert
Snow:
First floor: Mechanic + Goblin Tinkerer
Second floor: Tax Collector
Why?
– Best prices
– You get pylon to Snow biome
– You get best prices from Goblin Tinkerer (reforging is costly)

Somehow that doesn’t convince me. Yes, one of the reasons for this deployment is price reduction. But the second is the creation of city biomes. What is the point of placing 2 npc in some salient place since they will not form a city. And they won’t give a pylon.
This guide is based on the functionality and usefulness of npcy. But it doesn’t matter when you can teleport quickly between everyone.
The number of npc doesn’t determine if they will sell a pylon, their happiness level will, which you can achieve with 2 npc in the correct biome.
I don’t really see a point to collecting most of the fixed-region pylons, as you can just earn an all region one by finishing the Bestiary.
You can only buy one of those
You cannot move Truffle into an underground mushroom biome.
I recommend to make a mushroom biome in the overworld and close to a forest (Far from the main forest where you have the guide and merchant), in the forest you can put the Zoologist and Golfer and in the Mushroom biome Truffle + Clothier, That way you don’t need to have 6 NPC in the same forest because as we know having +4 NPC in a 120 tiles radio will remove the space bonus, and you can access to the forest through the mushroom pylon
