For Persona 5 Royal players, this guide will help you to understand the mechanics of Normal Fusion and learn to produce your desired Persona, whether for normal gameplay or progressing the Strength confidant without the use of guides.
Introduction
Ever try and fuse two similar Personas hoping for another similar, slightly better Persona, only to end up getting an entirely different Persona 30 levels above you? Seeing how vastly different the results of Normal Fusion can sometimes be might make it feel like a completely random system that is frustrating to interact with, especially when looking at Strength requests and wondering “how the Beelzebub am I supposed to know how to get that”. In actuality there is a fairly simple, consistent formula that if understood could allow you to know the results of a fusion without needing to check in-game or any online tools.
Hopefully this guide helps make Normal Fusion a more approachable and enjoyable part of the game. After learning the mechanics you should be able to figure out how to fuse your desired Personas, whether it be for general gameplay or to complete the Strength confidant without having to rely on an online guide which may use Personas unavailable to you.
This guide is for basic Normal Fusion only and will not cover things like Fusion Alarm or the Electric chair. Mostly because it’s been a while since I’ve played Persona 5 and don’t remember how those work. Maybe once I get to those parts I’ll add them in.
TL;DR
No two Personas share the same base level and Arcana, so a combination of two can give you a specific Persona.
The level is the average of the base levels of the two Personas being combined, rounded up to the next highest number (average + 1 if the average is a whole number, average + .5 if it is a decimal).
The Arcana is fixed based on the two Arcana being combined, see the chart below.
The result will be the Persona of this level within this Arcana, or the next highest level Persona within this Arcana if there is none of that specific level.
Example: Arsene (Level 1 Fool) + Jack Frost (Level 11 Magician). Fool + Magician = Death. Average of levels + 1 = 6. Closest Death Persona at or above level 6 is Mokoi, so Arsene + Jack Frost = Mokoi.
Treasure Demons increase or decrease the “tier” of a Persona within its Arcana based on which Arcana and Demon are being used. “Tier” being the rank of the Personas based on their level in their Arcana. The starting tier is actually based on the Persona’s current level instead of base level, so for example if you have an Arsene that should go up by 1 “tier”, ordinarily it would go up to Obariyon unless Arsene is level 9 or higher (Obariyon being 8), in which case it would go up to High Pixie instead. Fusing two Treasure Demons gives the results of a standard fusion.
Skills are inherited based on a Persona’s “Inheritance Type”. This is a hidden stat that isn’t exactly intuitive. You can find them online, such as in the fusion calculator link below.

How It Works (Usually)
Each Persona has an Arcana and a base level. There are no two Personas that share the same base level and Arcana, so the combination of both can act as an identifier for a Persona. Normal Fusion then simply needs to combine the base level and Arcana of two Personas being fused into a matching pair and give the corresponding Persona as a result.
So we need a “formula” for each: One for the base level, and one for the Arcana.
- Treasure Demons have their own unique rule set and fusion usage.
- A Persona being fused cannot be the resulting Persona. In other words, you cannot fuse a Persona into itself. Instances in which this would happen have special rules, see below.
- When I say “base level”, I mean the level of a Persona without any level-ups or increased XP. This is the lowest level it can possibly be, as if you fused it without bonus XP, or just got it from a Palace/Mementos.
Each pair of Arcana in fusion have a specific outcome Arcana. Arcana A and Arcana B will always give Arcana C, regardless of level. See the fusion chart for each pair.
Example: Chariot + Justice = Moon.
No matter what level or specific Personas used, a Chariot and a Justice will always give a Moon. Lovers and Fool will always give Chariot, Fortune and Empress will always give Hermit, etc.

Now that we know the Arcana, we just need to know the base level, at which point we’ll have both the identifiers we need to find the correct Persona. The base level of the outcome Persona will be the average of the base levels of the two Personas being fused, rounded up to the next highest number, meaning if the resulting average is a whole number it will be increased by 1, and if it is a decimal it will be increased by 0.5.

If there is a Persona of the matching Arcana at this level, that will be the result. If not, the result will be the next Persona up within the same Arcana, in other words the closest higher level Persona within the Arcana.
- Arsene (Level 1 Fool) + Suzaku (Level 16 Sun).
- A fusion of Fool and Sun would yield Justice.
- We need a level 9 Persona:
- 1 (Arsene) + 16 (Suzaku) = 17
- 17 / 2 = 8.5
- 8.5 is a decimal so we add 0.5 to bring it up to the next highest number.
- 8.5 + 0.5 = 9
- We need a Level 9 Justice.
- Angel is a Level 9 Justice, and would be our result.
- Nigi Mitama (Level 22 Councillor) + Slime (Level 10 Chariot).
- A Fusion of Councillor and Chariot would yield Sun.
- We need a level 17 Persona:
- 22 (Nigi Mitama) + 10 (Slime) = 32
- 32 / 2 = 16
- 16 is a whole number so we add 1 to bring it up to the next highest number.
- 16 + 1 = 17
- We need a level 17 Sun Persona.
- Problem: There is no level 17 Sun Persona! The closest are Suzaku at Level 16 or Thunderbird at Level 34.
- Even though Suzaku is much closer to our level calculation, we go upwards, so we get the next highest Sun Persona after level 17.
- Thunderbird is the next highest Sun Persona at level 34, and would be our result.
Special Cases
The rules above will not always work, so there are some special cases to take note of.
If you fuse two Personas but end up with a level higher than that Arcana’s highest level Persona, the result will instead be the highest level Persona of that Arcana. If however that Persona is a Confidant Persona and you haven’t maxed that Confidant yet:
You will simply end up fusing the next Persona down within that Arcana.
You can fuse two Personas of the same Arcana and the result will always be another Persona of that same Arcana. This is the only way you could end up with the outcome Persona being the same as one of the Personas being fused, but this isn’t allowed. Instead, the outcome will be the next lowest Persona within that Arcana, if this were to happen. If there are no lower level Personas in that Arcana, the fusion will simply not be possible.
Examples:
- Arsene (Level 1 Fool) + High Pixie (Level 16 Fool). Formula would normally give a Level 9 Fool which would move up to the next highest Fool: High Pixie. But since we used High Pixie in the fusion, that isn’t allowed, so instead it goes down to the next lowest Fool, Obariyon, at level 8.
- Arsene (Level 1 Fool) + Obariyon (Level 8 Fool). Similar to above, this time we’d end up with Obariyon. Then we’d go down since that’s not allowed, but the only lower Fool is Arsene, which also isn’t allowed. Thus this fusion simply isn’t possible.
Treasure Demons
Treasure Demons have unique rules for fusion, two in particular:
1) Treasure Demons fuse Personas into other Personas of the same Arcana. The fusion will increase or decrease the Personas “tier” by 1 or 2 within the same Arcana, depending on the specific pairing of Treasure Demon and Arcana (see the chart). “Tiers” here means the Persona’s rank within their Arcana based on base level, e.g. for the Fool Arcana, Arsene would be Tier 1, Obariyon Tier 2, High Pixie Tier 3, Izanagi Tier 4, etc. Fusing Arsene with a Crystal Skull, which increases the tier of Fool Arcana by 2, would give High Pixie, since she is 2 tiers above Arsene.
2) The fusion result is actually based on the Persona being fused’s current level, not their base level. This means that in the above example, if your Arsene was level 9, rather than fusing into High Pixie, it would go another tier higher and fuse into Izanagi, since Arsene’s current level is higher than Obariyon’s base level, thus Arsene is being treated as the Tier 2 instead of Obariyon.

It is possible to fuse two Treasure Demons together, in which case they follow the standard fusion rules. Match the Arcana, average of base levels + 1, then find the corresponding Persona.
Skill Inheritance
(Note: Whereas the rest of this guide is information taken from a handful of sources and put into my own words, this part is pretty much ripped straight from the wiki. Thanks wiki!)
The number of skills a Persona can inherit is dependent on the total number of skills possessed by the Personas being fused. This is how many skills you can choose and end up having on your Persona, not the total pool of skills you can choose from.
The “Number of Parent Skills” here is the total number of skills held by the Personas being fused, regardless of whether or not those skills can be inherited. Whether you can inherit all of them or none of them, if a Persona has 8 skills it will count as 8 skills when deciding how many skills can be inherited.
(Another note: Normal Fusion can only get up to 4 inherited skills, since 8 from each parent puts you in the 13-23 range).
The more interesting section 🙂
Each Persona has an “Inheritance Type” that determines what skills it can inherit. A Persona’s inheritance type might roughly line up with its skills, weaknesses, and resistances, but this is by no means a rule and shouldn’t be expected.
As an example: Hua Po, Inugami, and Orobas are all of the “Fire” Inheritance Type, but have different skills and resistances. Hua Po seems like the most traditional “Fire” type, having access to Fire skills whlie repelling Fire and being weak to Ice. Orobas is also weak to Ice and has Fire skills, but has no Fire resistance. Then you get Inugami who nullifies Fire, but doesn’t care about Ice and has no Fire skills whatsoever, while still being a “Fire” Inheritance Type. And while yes, it does nullify Fire, it also nullifies Gun and Curse. In fact, its only built in offensive skills are physical, which to me seems like it should be a “Physical” Inheritance Type, but no, it’s Fire.
These Inheritance Types are not shown in game. Given they won’t be particularly obvious either, you’ll have to experiment or look them up.
Also, some Personas have signature skills that are unique to them and cannot be passed on to any other Personas, such as our beloved Hassou Tobi.

Looking at the chart you’ll see a few interesting things.
- “Gun” skills are missing from the chart as they are lumped in with Physical Skills when it comes to inheritance.
- The “Almighty” Inheritance Type can inherit any non-signature skill.
- Some skills can be inherited regardless of Inheritance Type:
- Support skills, such as -kaja/-kunda skills or Elemental Walls/Breaks (NOT healing skills!).
- Almighty skills.
- Passive skills, such as Elemental Amp/Boosts or Resistances.
(A third note: I think traits can be inherited no matter what but honestly I don’t know I just got to the point where traits became a thing and they’re new and scary back in my day they weren’t a thing. I’ll update when I know, if I care enough to do that)
(Oh and I’m pretty sure you can use cards on any Persona regardless of inheritance, like 99% sure)
