Go to %LocalAppData%\Daedalic Entertainment GmbH\Gollum\Saved\Config\WindowsNoEditor
Edit Engine.ini and paste all the commands to the bottom of the file https://pastebin.com/500grnmZ
Be sure to have the game closed as you add the commands, otherwise the game will remove them from the file. No need to set file as read-only.
While this does not completely fix stuttering, it helped a lot here. From what I noticed after the tweaks, only after loading maps in some cases, that is where the stutter happens mostly. Before it was happening almost everywhere.
