From what I have seen, Otherwordly Portal is unlocked in chapter 6, at the constellation gate puzzle. If you stand facing the throne room, go to the first ring on your left and click the first glyph then go to the first ring on your right and click the third glyph (the one in the middle of the ring). You will need to get all the glyphs from each room first.
Question about the second-to-last notes image, where there is a note that “Harry scribbed these symbols, they must be important . . .” I never saw a puzzle that needed that information. Do you think that is a puzzle that was originally in the game that was taken out or never completed?
