Eg.: An item dropped by a ratwolf (Item Tier 1) has a 5% chance to be blue, a 2% chance to be yellow and a 0.5 chance to be orange.
If a card drop, it is chosen according to those weights. As noted in the Information sheet, the cards used in your deck are weighted relative to each other. Categories are irrelevant.
